The mechanism
Article 15-bis of Decree-Law 4/2022 introduced a two-way compensation mechanism on the price of electricity injected into the grid by certain renewable plants.
The Committee aims to assess whether the application of such compensations adequately considers business continuity, investment protection and the difference between small producers and large industrial or financial groups.
Core point
Revenue is not profit. Producers must finance plant operations, maintenance, debt, taxes and regulatory obligations.
