Italian Photovoltaic Entrepreneurs Committee
An independent coordination initiative of photovoltaic producers and operators, created to document the role of private investment in Italy’s energy transition and to represent the regulatory, economic and legal issues affecting the sector.
An initial representative group
The Italian Photovoltaic Entrepreneurs Committee was promoted by an entrepreneur operating in the sector together with an initial group of 21 photovoltaic operators, representing more than 50 MW of installed capacity.
The Committee brings together producers and entrepreneurs who invested in the development of photovoltaic generation in Italy, often starting from 2010-2011, contributing to renewable energy production, emission reduction and national energy security.
The Committee aims to provide qualified, independent and evidence-based representation for Italian photovoltaic operators, highlighting the role of private investment in the energy transition and promoting a stable, proportionate and coherent regulatory framework.
Aggregated representation
The Committee represents an initial operational group of photovoltaic producers and entrepreneurs, with more than 50 MW of installed capacity, and aims to progressively extend its participation base to other operators in the sector.
Its representation is based on production data, technical analysis, economic documentation and regulatory assessment, with the objective of providing institutions with a concrete and measurable view of the contribution of private investors to Italy’s energy system.
Legal and operational profile
The Committee is a coordination initiative of photovoltaic producers and operators, currently in the process of formal structuring, aimed at informing, coordinating and representing the sector’s interests in an aggregated and documented manner.
Its activities focus on the industrial potential of Italian photovoltaics, sector development programmes, the regulatory framework and the main strengths and economic, regulatory and legal issues affecting operators.
Not only Article 15-bis
The Committee’s analysis does not focus exclusively on Article 15-bis of Law Decree No. 4/2022. It places that measure within a broader regulatory process that has affected the private investments made at the origin of Italy’s photovoltaic development.
This process includes different measures of tariff reshaping, compensation and cost containment that have affected the sector after the full expansion phase of the Conto Energia scheme, including the so-called “spalma-incentivi”.
The starting context: Kyoto, Conto Energia and private investment
The Committee considers it necessary to reconstruct the process that led to the introduction and evolution of the Conto Energia scheme, created in the context of Italy’s commitments to reduce emissions and develop renewable energy sources, in line with the path opened at international level by the Kyoto Protocol and subsequently reflected in European and national policies.
In this perspective, the Committee’s documentary work analyses the relationship between the incentives originally granted to launch the sector, the investments made by private operators on the basis of a defined regulatory framework and the subsequent measures that affected the economic and financial balance of the plants.
Purpose and guiding principles
The Committee operates with informative, documentary and institutional purposes, placing at the centre of its activity data elaboration, legal and regulatory analysis, assessment of the economic effects of measures applied to the sector and formulation of concrete proposals to institutional counterparts.
It also aims to promote independent information through articles, analytical documents and public contributions, in order to provide a clearer understanding of energy freedom, solar generation and the progressive reduction of dependence on fossil fuels.
This activity aims to counter partial or insufficiently documented interpretations of the sector, offering technical, economic and legal elements useful to understand the contribution of photovoltaics to national energy security, industrial competitiveness and strategic autonomy.
